The European Commission-financed Rural Development Program Phase III (RDP III) in Timor Leste which is managed by Landell Mills Limited (LML) working in coordination with the Ministry of Agriculture & Fisheries (MAF) and Ministry of Infrastructure (MoI) in the Democratic Republic of Timor Leste is seeking potential and well-experienced candidates for the three following positions based in Dili and in Same, Manufahi District:
1. Finance / Administrative Officer (in Dili)
Support the Finance & Contracts Expert and Accountant in:
· Control over petty cash imprest funds both committed and disbursed in Dili and in Same
· Accounting for and submitting reports on both petty cash funds in the required format;
Establishing and/or controlling purchase orders and cheque payments on behalf of the RDPIII Project;
Ensuring complete payment files for all expenditure;
Ensuring records and postings of expenses into the accounting software
Weekly and Monthly reconciliation of petty cash and bank accounts
secretarial support to the Project and TA team in both English and Tetum /Indonesian;
providing ad-hoc interpretation and translation services to the project;
writing up notes for review and circulation;
managing project finances, organising the petty cash books and project advances under the guidance of the F & C Expert;
preparing accounts every month for review
Follow-up of fuel expenditure and assets register
2. Office Manager (in Same, Manufahi)
Manage the RDP III Programme office in MAF including supervision of any office support staff
Staff Management and oversees vehicle planning and other RDP assets.
Exercising control over petty cash imprest funds both committed and disbursed in Same
Arranging utilities/services as needed for the office/Programme
Maintaining control and record keeping of the fuel requisition system for both LML & RDP III contracts
Liaising with the District MAF and MoI offices in Same on any administrative and operational matters relating to the assets, resources and implementation of RDP III
3. Office Administration & Logistic Assistant (in Same, Manufahi)
Assist the RDP III Office Manager and liaise with MAF Logistics Dept for the follow up of vehicles & motorbikes (monthly maintenance, logbooks, repairs, fuel, etc)providing ad-hoc interpretation and translation services to the project;
Assist Logistics Dept for organising and elaborating a follow up system of assets (vehicle, IT equipments, etc)
Assist the RDP III Office Manager and the staff with procurement and purchase processing
Assist the RDPIII Office Manager for delivery/purchase documentation
Communicate with suppliers
Providing any other logistical and administrative support when required
Requirements for all three positions:
i) Excellent standard of English, Tetun and Bahasa Indonesia
ii) At least 3 years familiarity with working with international NGOs, companies and/or government institutions would be highly desirable
iii) At least 3 years office working experience
iv) Fully computer literate and more specifically with accounting software
v) Bright, energetic and dynamic
