<p>GOVERNMENT OF TIMOR-LESTE ANNOUNCES 2011 TIMOR-LESTE DEVELOPMENT PARTNERS MEETING</p>
<p>DILI, Timor-Leste -May 11, 2011 – The Government of Timor-Leste has the honor and pleasure to announce that the next Timor-Leste Development Partners Meeting (TLDPM) will take place from 11-13 July 2011 at the Dili Convention Center (DCC). </p>
<p>The TLDPM is an annual series of meetings that brings together Government, development partners, civil society, the private sector and other stakeholders to engage in policy dialogue with an aim toward achieving a brighter and more prosperous future for all the people of Timor-Leste. Immediate </p>
<p>Day 1 (11 July 2011) will consist of bilateral meetings between the Government and development partners. The day will end with a dinner for Heads of Delegation hosted by H.E. President José Ramos-Horta and a recital by the world renowned Monaco Boys Choir under the patronage of H.S.H. the Prince of Monaco. </p>
<p>Days 2 and 3 (12-13 July) will consist of the official release of Timor-Leste Strategic Development Plan 2011-2030 (SDP) and related discussions on topics such as managing Timor-Leste’s natural resource wealth and further developing the countries agricultural and tourism sectors. </p>
<p>The first Development Partners Meeting took place in 2002 and since then has been instrumental in helping the country implement development programs that strive to create partnerships between all development actors. Furthermore, in the spirit of the Paris Declaration on Aid Effectiveness and Accra Agenda for Action, the meeting has served as an opportunity for all parties to reflect on aid programming aimed at reducing poverty and how they can be improved in the future.</p>
<p>Throughout the past few years, Timor-Leste has experienced unprecedented growth that has benefited large portions of the population. As the country continues to move away from conflict towards development, the need for all development stakeholders (including civil society and the private sector) to coordinate effectively has become all the more important. </p>
<p>By bringing the Government and development partners together in an effort to achieve development results, Timor-Leste continue to move forward towards a brighter future for all.</p>

“Launching Timor-Leste Business Ideas for Growth Competition (TL BIG)”<br />

Dezenvolve Setór Privadu (DSP) is a USAID-funded project focused on stimulating private sector growth in Timor-Leste that began work in mid-2006. DSP supports income generation through supporting the development of improved business linkages within supply chains.<br />
To promote entrepreneurship and to create an environment that spawns creative business ideas, DSP is organizing the Timor-Leste Business Ideas for Growth Competition (TL BIG). This program will support Timorese entrepreneurs interested in starting or growing a business in Timor-Leste thus supporting the growth of sustainable private sector enterprises and increasing incomes and economic opportunity for the people of Timor-Leste.<br />
Up to three winners with a viable and innovative business idea will be selected and will receive support in the form of an in-kind grant and individualized mentoring by DSP staff during business planning and start-up for the period of up to 4 months. Recipients will not receive a cash prize, but rather DSP will arrange payment for and provide eligible materials, services, or activities. Each award package will be customized to the needs of the individual business and will be designed at the time of the award. The monetary value of each award will not exceed $25,000.<br />
Winning proposals will need to be innovative, viable and have impact on the growth of their community. Entrepreneur’s experience and willingness to invest into the growth of their business will be taken into consideration. Preference will be given to business ventures that are able to demonstrate business results within 6 months to 1 year and cannot be implemented without the proposed support.<br />
The call for applications will be announced in the media on 23 October, 2009 with the application deadline set for 4 December, 2009.<br />
To launch this activity, DSP is holding a press conference which will take place at DSP office at Marcony, Pantai Kelapa, Dili at 10:00 am on Thursday, 22 October, 2009. We hope to see you there.<br />

<p>In December 2009, the UNFCCC (United Nation Framework Convention on Climate Change) Conference will be held in Copenhagen with participation from every nation. This conference will decide a new mechanism to replace the Kyoto Protocal which so far has regulated global actions to deal with climate change.</p>
<p>In regard to this UNFCCC conference, we think it is important for the Government of Timor-Leste to exchange views with civil society and the public about the positoin Timor-Leste will bring to the conference, and to hear ideas from everyone interested in this issue.</p>
<p>Members of civil society have formed the Working Group on Climate Change (Grupu Servisu ba Mudansa Klimatika), we are very worried that changes in the climate will impact on the people of Timor Leste and other countries&#8217; lives. Therefore, the Working Group on Climate Change has taken the initiative to organize a public meeting on the topic:</p>

<p>Minister of Social Solidarity Announces Closure of Quarantina and Tasi Tolu Transitional Shelters</p>
<p>On 11 September 2009, the Minister of Social Solidarity, Maria Domingas Fernandes Alves, held a press conference at Tasi-Tolu and Quarantina Transitional Shelter sites to announce that the Transitional Shelters are closing in September 2009. 52 families from Quarantina and 53 from Tasi-Tolu Transitional Shelter sites will receive recovery or reintegration packages.</p>
<p>The Minister of Social Solidarity thanked the Camp Managers for their work in the Transitional Shelters over the past two years. She also thanked NRC for providing supporting the management of all the Transitional Shelters with humanitarian assistance, and IOM for assisting the families to return to their homes.</p>
<p>At the press conference the Minister also announced that all the families have now left Metinaro IDP camp, and this last tented IDP camp was officially closed on 22 August 2009. </p>
<p>The Secretary of State for Social Assistance and Natural Disasters, Jacinto Rigoberto Gomes, explained that IDPs living in the Transitional Shelters would receive recovery packages based on the amount of damage to their house. Occupancy of a unit in transitional housing does not automatically entitle residents to the maximum amount of recovery package. Those who had moved into units in the Transitional Shelters are not entitled to receive a recovery or reintegration package.</p>
<p>The Minister of Social Solidarity said “I would like to thank the IDPs, receiving communities, all our partners, the Chefe Sucos and Chefe Aldeias, PNTL and UNPol for helping MSS to successfully implement the National Recovery Strategy and ensuring that IDPs have been able to peacefully reintegrate into their communities. Within one year and a half, working together, we have managed to close all 65 tented IDP camps, and soon we will have closed all four Transitional Shelter sites. I sincerely hope that after the closure of all the camps and Transitional Shelters, the situation in all the receiving communities will continue to remain stable, and that all of you can help contribute to the development of Timor-Leste.” </p>
<p>MSS staff are currently working to resolve the cases of all the registered IDPs living with host families so that they can receive their recovery packages by the end of 2009. No new registrations can be accepted. Those IDPs living with host families must follow the same process as IDPs who lived in camps – that is, their house must be verified to assess the level of destruction sustained in 2006/7, following which the recovery package will be socialised to them. The MSS/UNDP Dialogue Teams continue to assist those who are unable to return because their house is occupied, or because there are ongoing issues with the receiving community, to try to resolve these problems through dialogue.</p>
<p>As a result of the 2006 crisis, more than 150,000 people fled their homes and 65 tented IDP camps in Dili, Baucau and Ermera were established. In late 2007, to provide transitional housing for people leaving the camps, the Norwegian Refugee Council, together with the Ministry of Public Works under the former Government, built six Transitional Shelters in Dili district. Four of the Transitional Shelter sites still house IDPs – Qarantina, Tasi-Tolu, Becora Market, and UNITAL I &#038;II. The government aims to assist the people in these sites to return to their homes by 6 October 2009. With the return of the IDPs from the Transitional Shelters, more than 14,400 IDP families will have received a recovery or reintegration package under the Hamutuk Hari’i Futuru National Recovery Strategy<br />

Washington DC – 17 September 2009 &#8212; As Timor-Leste celebrates 10 years of the popular consultation.&#8221; the World Bank’s Board has approved a new strategy of support to the country that focuses on sustaining economic growth and building employment opportunities, especially for youth.<br />
The overall objective of the 18-month strategy, which was developed through a broad process of consultation with government, civil society and other stakeholders, is to support the Government of Timor-Leste to convert its oil wealth into policies and programs that preserve stability while laying the foundations for sustained growth in non-oil sectors.<br />
It targets four key areas of support to Government to achieve this: formulating a new national development strategy; building capacity to implement the new strategy; putting in place short-term social and economic stabilization activities; and securing long-term economic growth. This includes a multi-year public employment program; health and education support aimed at increasing public service delivery; further support for the management of petroleum revenues and programs to enhance private sector activity.<br />
“Timor-Leste has achieved solid economic growth over the last two years,” said World Bank Vice President Jim Adams. “This is no small achievement in difficult times &#8211; nationally and globally. Through the dedicated efforts of all sectors of Timorese society, social stability has been restored and an environment of economic growth is being fostered. Government spending has increased markedly and this is bringing benefits to poor people across the country.<br />
“There is of course a long path ahead but with the dedication of the people of Timor-Leste being applied to address the challenges, we see a bright future.”<br />
With three quarters of the population engaged in subsistence farming and the majority of the population aged under 24, the Bank’s “Interim Strategy Note” puts particular emphasis on helping the country improve agricultural productivity and tackling youth unemployment and alienation.<br />
It highlights the need to bring short and long-term approaches together in a disciplined and accountable development process “that addresses the roots of conflict and prevents a further relapse of the kind experienced in 2006”.<br />
Mr Adams noted that Timor-Leste had implemented its national recovery strategy even in the face of assassination attempts on the President and Prime Minister in 2008. As a result: </p>
<p>•?thousands of internally displaced people have been resettled using Government-provided funds to reconstruct housing and rebuild livelihoods<br />
•?Hundreds of schools have continued to be built, rehabilitated or expanded allowing for tens of thousands more children to attend school<br />
•?Job creation programs are beginning to bring about much-needed local income generation, especially in poorer rural areas<br />
•?A pension scheme for veterans has been put in place as well as pensions for the elderly and disabled<br />
•?Non-oil GDP growth reached an impressive 12.8 percent in 2008<br />
•?Budget execution accelerated from US$65 million in 2005 to US$551 million in 2008, reflecting stronger financial management and strategic planning systems in the Ministry of Finance and other agencies. </p>

<p>EAST ASIA &#038; PACIFIC countries vulnerable to climate change, BUT ‘CLIMATE-SMART’ WORLD IS STILL IN REACH<br />
WASHINGTON, September 15, 2009 –The latest World Development Report finds that although many countries in the East Asia and Pacific region are vulnerable to climate change, developing countries can shift to lower-carbon paths while promoting development and reducing poverty if they receive financial and technical assistance from high-income countries.<br />
World Development Report 2010: Development in a Changing Climate, released in advance of the December meetings on climate change in Copenhagen, says that advanced countries, which produced most of the greenhouse gas emissions of the past, must act to shape our climate future.  If developed countries act now, a ‘climate-smart’ world is feasible, and the costs for getting there will be high but still manageable.  Ramping up funding for mitigation in developing countries where most future growth in emissions will occur is vital.<br />
“Countries must act now, act together and act differently on climate change,” said World Bank President Robert B. Zoellick.  &#8220;Developing countries are disproportionately affected by climate change – a crisis that is not of their making and for which they are the least prepared. For that reason, an equitable deal in Copenhagen is vitally important.”<br />
Countries need to act now because today’s decisions determine both the climate of tomorrow and the infrastructure and built-environment choices that shape the future.  Countries need to act together because no one country can take on the interconnected challenges posed by climate change, and global cooperation is needed to improve energy efficiency and develop new technologies.  Countries need to act differently, because business-as-usual could put the world onto a potentially catastrophic path with unacceptable costs to development.<br />
Developing countries will bear most of the costs of the damage from climate change. Many people in developing countries live in physically exposed locations and economically precarious conditions, and their financial and institutional capacity to adapt is limited, says the report.  Over half the countries in the East Asia and Pacific region are Pacific island nations, a number of which may not exist in 50 years on the current global climate path. Already, policymakers in some developing countries note that an increasing amount of their development budget is being diverted to cope with weather-related emergencies.<br />
In the East Asia and Pacific region, the report finds three major drivers of climate vulnerability:<br />
1)	The large number of people living along the coast and on low-lying islands—for example over 130 million people in China, roughly 40 million in Vietnam and around 2 million Pacific Islanders, many of whom  live on low lying islands and atolls.<br />
2)	The continued reliance, particularly among the poorer countries, on agriculture. As pressures on land, water, and forest resources increase—as a result of population growth, urbanization, and environmental degradation caused by rapid industrialization—greater variability and extremes will complicate their management. In the Mekong River basin, for example, the rainy season will see more intense precipitation, while the dry season lengthens by two months.<br />
3)	The regional economies’ high dependence on marine resources.  The value of well-managed coral reefs is $13 billion in Southeast Asia alone—which are already stressed by industrial pollution, coastal development, overfishing, and runoff of agricultural pesticides and nutrients.<br />
For developing countries to achieve the shift to a lower-carbon world depends on financial and technical assistance from high-income countries, the report says.  High-income countries also need to act quickly to reduce their carbon footprints and boost development of alternative energy sources to help tackle the problem of climate change.<br />
The report cites examples of strong action to combat climate change in the region.  The Chinese government has taken the most aggressive energy efficiency campaign and has the largest renewable energy capacity in the world. Its target of a 20 percent reduction in energy intensity from 2005 to 2010 would reduce annual CO2 emissions by 1.5 billion tons by 2010, five times the 300-million-ton reduction of the European Union’s Kyoto commitment. In Rizhao, a city of 3 million people in northern China, skyscrapers are built to use solar power, and 99 percent of Rizhao’s households use solar-power heaters. In total, the city has over 500,000 square meters of solar water heating panels. As a result, energy use has fallen by nearly a third and CO2 emissions by half. Meanwhile, the Philippines and Indonesia have the world’s second and third largest geothermal capacities respectively.<br />
The remarkable high economic growth in East Asia and Pacific, accompanied by rapid urbanization, deforestation and land use changes, comes at a heavy environmental price. Coal still dominates the energy mix in the region and most countries—whose average per capita emissions remain a fraction of those of high-income countries—need massive expansions in energy, transport, urban systems, and agricultural production.  Sustaining growth using high-carbon technologies will produce more greenhouse gases, hence more climate change.<br />
“Solving the climate problem requires a transformation of the energy systems towards higher energy efficiency and more low-carbon technologies,” Justin Lin, World Bank Chief Economist and Senior Vice-President, Development Economics.  “It is in the interests of developing countries to act now to avoid locking into high-carbon infrastructure.”<br />
The World Bank Group’s &#8220;Strategic Framework for Development and Climate Change&#8221; emphasizes mitigation and adaptation initiatives in its lending, while recognizing that developing countries need to encourage economic growth and reduce poverty. Investments in renewable energy, energy efficiency, and climate adaptation projects are growing.<br />
The number of World Bank-financed studies that help client countries plan and implement low-carbon growth strategies are also growing, and the Bank Group’s energy financing is increasingly turning towards renewable energies and energy efficiency. In the East Asia &#038; Pacific region, the Bank has completed several studies on the impacts of climate change and vulnerabilities to natural disasters and is increasing its support for climate change adaptation.</p>

The World Bank Group Office in Timor-Leste is pleased to invite the media to a press conference that will present the findings of the joint World Bank and IFC publication, Doing Business 2010: Reforming through Difficult Times. Find out how economies in the region rank, where it is easiest to do business, and which economies reformed the most over the past year.</p>
<p>The annual Doing Business reports catalyze policy debates and support governments in creating conditions that encourage business and job creation as well as revenue generation. The Doing Business database provides objective measures of business regulations and their enforcement. Doing Business indicators, comparable across 183 economies, indicate the regulatory costs of business and can be used to analyze specific regulations that enhance or constrain investment, productivity, and growth. Doing Business compares regulatory performance in 10 areas, allowing policymakers to learn from global best practices and prioritize reforms. </p>

<p>Oe-cusse, Timor-Leste – Isolated Oe-cusse is now closer than ever to the rest of the other twelve districts of Timor-Leste, thanks to a newly inaugurated enclave media house, complete with high speed internet for journalists and the general community.</p>
<p>The newest regional media house was today inagurated in Oe-cusse bringing the enclave in-line with media houses already established in four other districts. The first to open was in Baucau in January 2008.</p>
<p>Media houses greatly benefit Timorese journalists, in particular district-based reporters, most of whom in the past had to travel to Dili to access resources now available through the centers.</p>
<p>At the media houses, journalists have free access to the internet, and are able to borrow equipment such as tape recorders and digital cameras and have access to printers, scanners and other office supplies.</p>
<p>Most importantly through the media house, journalists have access to ongoing journalism training as well as other training in management, finance, and advertising conducted by ICFJ trainers.</p>
<p>The houses also provide affordable internet cafe services to the community.</p>
<p>It is expected that the new media house in Oe-cusse will also help reduce the information gap that exists between communities living in the isolated enclave and those living in the other twelve districts. One other main objective of the media house is to increase the flow of information and news throughout Timor-Leste.</p>
<p>Filomena Sila, the new media house coordinator, is a seasoned journalist and was the former station manager of the enclave’s community radio station Atoni Lifau.</p>
<p>Radio Comunidade Atoni Lifau, today also officially re-opened after undergoing extensive rehabilitation through an AusAID grant.<br />
Other media houses already in operation are located in Dili, Ermera, Baucau, and Suai. The Suai Media House officially opens in late October. Future media houses include Maubisse (Ainaro District), and potentially also in Balibo (Bobonaro District).</p>
<p>The media house in the enclave of Oe-cusse, is a joint initiative by the Timor-Leste Journalists Association (AJTL), the Syndicate for Journalists Timor-Leste (SJTL), the Centre for Investigative Journalists (CJITL), the Timor-Leste Photographers Association (TILPA), the Community Radio Association Timor-Leste (ARKTL),  and the International Center For Journalists (ICFJ), and is the second center of a group of five being established in Dili, Baucau, Ermera, Suai, and Oe-Cusse.</p>
<p>The establishment of a network of Regional Media Houses in the country is one of the projects made possible by the five-year, US$ 5.6 million “Strengthening Independent Media Program” jointly supported by USAID and AusAID.  </p>

<p>The Timor-Leste Ministry of Agriculture &#038; Fisheries (MAF) Betano Research Station is gearing up to host more than 300 Tour de Timor participants next Wednesday August 26. A spectacular 80km ride along Timor-Leste’s southern coast on Day 3 of the race will take the cyclists from Viqueque to Betano. They will be looking forward to a good night’s sleep in Betano before Thursday’s gruelling 1900 metre climb to Maubisse.</p>
<p>The Betano Research Station is a centrepiece of Seeds of Life (SoL), a food security program funded jointly by MAF, AusAID and the Australian Centre for International Agricultural Research (ACIAR). Seeds of Life aims to reduce hunger by improving crop yield through the use of improved varieties of staple food crops. </p>
<p>In addition to hosting the Tour de Timor cyclists, the research station also hosts a range of agricultural research activities. Seeds of Life conducts replicated trials of new rice, maize, cassava, sweet potato, peanut and mungbean varieties.  In the south of the country rainfall is spread over a longer period and there are two wet seasons, meaning it is possible to grow two crops a year in Betano. Since 2007 Seeds of Life has tested hundreds of new varieties at the research station. </p>
<p>Local farmers regularly attend field days at the research station, where they can see the yields from the replicated trials and taste test the new varieties. Seeds of Life uses the farmers’ feedback to select which varieties will be trialled on local farms. </p>
<p>Marcos Correia Vidal is one of 21 staff who work at the research station. His responsibilities as a Seeds of Life researcher include trialling new varieties of peanuts, mungbean, velvet bean and cassava. Originally from the Fatuberliu sub-district of Manufahi, Marcos is a graduate of the Universidade Nacional de Timor-Leste (UNTL) Faculty of Agriculture and has worked for Seeds of Life since 2005. </p>
<p>“I really enjoy working on the research station and building my research capacity, designing research, analysing data and publishing research results,” he says. Although he adds that the crocodiles in Betano are an added challenge to conducting research. “They get into the research station through the irrigation water from the river,” Marcos says. “I’ve lost count of how many crocodiles we’ve seen at Betano”. </p>
<p>The Betano Research Station is also used to produce foundation seed of high yielding varieties which have already been extensively tested and released by MAF. The seed storage warehouse currently holds more than 3 tons of rice seed, 13.5 tons of maize seed and 1.6 tons of peanut seed which were produced during the 2008-2009 wet season. This seed will be distributed to Timor-Leste farmers through government and NGO networks for planting in the next wet season. Seed production staff also produce elite seed at Betano, for on-farm trials of new varieties of maize, cassava and sweet potato.</p>
<p>Seeds of Life rehabilitated the 22 hectare Betano site in 2006-2007, and the Minister of Agriculture and Fisheries, HE Mariano Assanami Sabino inaugurated the research station on 29 November 2007.  Five new buildings were constructed and others refurbished, including an office and laboratory, housing for research station staff, and a storage warehouse. In addition the station was fenced and irrigation equipment installed. Laboratory equipment, a tractor and a seed cleaner machine were allocated to the research station. These improvements are part of the long term MAF plan to develop a strong, well-equipped agricultural research system in Timor-Leste. MAF also use the station for research into animal production, while agriculture students from UNTL regularly visit Betano to conduct their final year research projects.  </p>
<p>The Betano Research Station was the first of three research sites to be rehabilitated by the Seeds of Life program. Betano was chosen as there was a supportive local community, ready to work with the rehabilitation activities.  </p>
<p>Originally a centre of tractor maintenance and seed production during Indonesian times, the Betano site was completely destroyed in the mayhem that followed the popular consultation in August 1999. Now, 10 years later, the site is the source of new information and varieties assisting Timor-Leste farmers and the Betano community is looking forward to welcoming the Tour de Timor.</p>
